After the analysis of the number of individuals to be served and the needs of each of these individuals, EHS Inc. We will create and execute a staffing plan that effectively meets the health and safety requirements of each individual and ensures that everyone receives the services outlined in their individual plans (IPs). The staffing plan may include any person who meets the training requirements of COMAR 10.22.02.11 and who does not have a criminal history as described COMAR 10.22.02.11B. A staff member meeting the mentioned criteria may undertake all duties formerly designated to a qualified developmental disability professional.
The agency shall not employ or contract with any person who has a criminal history which would indicate behavior potentially harmful to individuals, documented through either criminal history records check or a criminal background check, pursuant to Health-General Article, §19-1902 et seq., Annotated Code of Maryland, and COMAR 12.15.03. The agency shall develop and implement staff and care provider training and ensure through appropriate documentation that, before being assigned independent duties:
- All staff members and caregivers undergo sufficient training to fulfill their assigned responsibilities.
- Every staff member and caregiver satisfactorily finishes the Administration’s endorsed training to address the distinct requirements of the individuals they assist and fulfill their designated responsibilities, which includes training in:
- Seizure disorders,
- Principles of behavior change,
- Management of disruptive behaviors,
- Medication administration, and
- The natural aging progression and specific requirements of senior individuals; and
- All staff and caregivers undergo training on blood-borne pathogens following OSHA guidelines outlined in 29 CFR §1910.1030.
The agency shall further ensure that all staff and care providers receive Administration-approved training within 3 months of hire in the following:
- Community integration and inclusion,
- Individual-directed, outcome-oriented planning for individuals,
- Characteristics and requirements of individuals under care,
- First aid and cardiopulmonary resuscitation (CPR), based on the guidelines of the American Red Cross or another nationally recognized organization,
- Basic entitlements of individuals with developmental disabilities,
- Communicable diseases,
- Supporting individuals and families in making choices, and
- Communication skills.
